Operations Project Manager PSQC China

(Fulltime, Location: Schiphol)

Our ambitious Operations Projects and Performance team is now looking for an Operations Project Manager who will lead projects that have a high level of complexity (e.g. involving multiple functions, requiring new capital investment) and/or high business significance (supply security or quality).

The scope is all Operations Medical Division activities with a focus on product manufactured for the China market. This market is a strongly growing one, and this role will therefore be exposed to critical projects with high business impact. The role reports in to the OPP PSQC team leader based in Schiphol (NL).


As OPP Manager China you are responsible for: 

  • Autonomous management of highly complex projects for Productivity, Supply security, Quality or Capability (PSQC) in cross cultural, multifunctional environment (set-up project team with appropriate specialists, drive motivation and commitment of the team)
  • You will have to ensure that general manufacturing practices (GMP) of our EU factories are in line with newly introduced FSMP legislation (Food for Special Medical Purposes)  in China. This means leading big CAPEX projects of transformation for the manufacturing sites
  • Initial registration and further re-registration of European products sold in China in line with the new FSMP legislation (Food for Special Medical Purposes) in China
  • Project portfolio management for products manufactured in Europe for China, driving the PSQC (Productivity, Supply security, Quality or Capability) related topics and priorities
  • Leading the monthly China Steerco with senior management
  • Delivering the projects in time, within budget, quality and agreed specifications
  • Ensuring (creating) that there is a robust business case, risk assessment and clear roles & responsibilities (RACI) for every project
  • Being able to translate data into relevant information and to link data sources to business requirements
  • Presenting business cases to senior leadership teams and GM, influencing and handling challenge with resilience


Key challenges:

  • New dynamic FSMP legislation in China requiring flexibility, positive attitude to change and entrepreneurial mindset. Due to the business at stakes, it is necessary to be able to react fast and have always multiple scenarios prepared.
  • Management of the overall business interest while facilitating between markets' needs, research and development timelines, and operational technicalities and feasibilities.
  • Most projects for the Medical Division are Productivity, Supply security, Quality and Capability (PSQC) projects, which need experienced project Managers to handle the complexity, but are not big enough to support the need for a Project Secretary that takes minutes and keeps track of the planning. This means that the Operations Project Managers will need to lead the Projects hands-on.
  • Networking in order to be able to get relevant information or knowing where to get it in order to manage all stakeholders.


Needed for success
To be successful in this role you need to have previous Project Management experience and have either worked in a Research & Development, Operations, Supply Chain, Regulatory, Quality or Manufacturing environment within the life science industry. Due to the global scope and large portfolio of SKUs it is imperative that you are able to prioritize and build excellent relationships in and outside of the business. Stakeholder management is key! To ensure the project is delivered on time you are used to manage complex projects with tenacity and flair. Able to travel around 20% of time (Europe and China).


We are looking for an Operations Project Manager with the following profile:

A Bachelors or Masters degree in Food Technology, Industrial, Chemistry, Business Administration or equivalent.


At least 6 years of experience in R&D, Operations, Supply chain, Regulatory, Quality or Purchasing of food or life science industry/business, with a proven track record in leading multiple projects of significant complexity and high business impact. Working experience in China in pharma or FMCG sector.


Knowledge of the regulatory framework in China would be a big plus.


Experience & Technical Knowledge:

  • PMI certification (or willingness to get it in the next 2 years as part of your training plan)
  • Information Management
  • Regulatory and compliance projects (preferably)

Travel required with this role : approximately 20% within Europe & China.
